Does Medicare or Medicaid Cover Funeral Costs?
What Medicare and Medicaid do and don't pay toward funerals, the Medicaid burial exemptions, and where the money actually comes from.
Part of How to pay for a funeral
It’s one of the most common questions families ask, and the answer surprises people: government health programs largely don’t pay for funerals. But there are important exceptions worth knowing.
Medicare: no funeral coverage
Medicare is health insurance for people who are living. It does not pay for funeral, burial, or cremation costs. There is no Medicare funeral benefit. Planning to cover those costs has to come from somewhere else — savings, insurance, benefits, or assistance. Estimate the number you need with the cost calculator.
Medicaid: not a payout, but key exemptions
Medicaid doesn’t pay funeral bills either, but it shapes funeral planning in two important ways for people spending down assets to qualify:
- Irrevocable funeral trusts / prepaid plans. Money moved into an irrevocable preneed funeral arrangement generally doesn’t count toward Medicaid’s asset limit. This is a primary reason seniors prepay funerals — see are prepaid funeral plans worth it.
- Burial fund and burial space exemptions. Most states let you set aside a limited amount (often around $1,500) in a designated burial fund, plus certain burial spaces and items, without it counting as a resource. Limits and rules vary by state.
After death, some states may seek estate recovery, which can interact with probate and the estate — a reason to set funeral funds up correctly in advance.
Where funeral money actually comes from
Since the health programs won’t pay, families typically rely on:
- Social Security’s $255 lump-sum death payment to an eligible spouse or child (small, not a full funeral).
- Veterans benefits for eligible veterans — see veterans burial benefits and the veterans funeral benefits guide.
- Life or final-expense insurance, paid as cash to a beneficiary.
- County indigent programs and other assistance — covered in how to pay for a funeral with no money.
